Is Vigor cross-play between different platforms? Something weird happens a lot, which makes me think there are players on other platforms who match me.

Yes, Vigor can support cross-play between Xbox and Nintendo.

Xbox One, Xbox Series X/S, and Nintendo Switch users can play matches against each other. PlayStation (PS4 and PS5) players have separate matchmaking pools and cannot play with Xbox or Switch users.
