Can I Keep My Files on My HDD and Only Transfer My OS?

I intend to migrate my Windows 10 operating system from HDD to SSD. Can I keep my stuff on my HDD and only transfer my operating system? To move my operating system, all of the manuals suggest I need to clone all of the data from my HDD to my SSD. My HDD holds approximately 1.5 TB of games and files, while my SSD holds approximately 1 TB. Is it possible to migrate my operating system while keeping the data? Thanks in advance.
