Can I Combine Two Partitions Without Data Loss?

I have two partitions and only one has data on it. I want to combine the two partitions to make a larger partition to make my data in one place. How to do this without losing data? Can I do this on a new SSD? I am open to all options! Thank you!

Scenario 1. Merge Two Adjacent Partitions
