Cloning Samsung SSD to Samsung M.2

I have been using my Samsung SATA III Evo drive for years, and now I want to replace it with a new Samsung 980 Pro M.2 SSD. How can I clone all the data on my Samsung SSD to this new M.2 SSD? I used Samsung Data Migration to do it, but it failed to boot from the cloned M.2 SSD. Do you have any good suggestions?
